The practical effect on this is that it means other countries besides the United States can take down websites without having to go to the U.S. beforehand, which has had a history of protecting its First Amendment rights.
If the U.N. wants to take down a website for hate speech, they can do so now without any intervention by the U.S. This also means all websites that exist within DNS (this means gamefaqs.com) must answer to the laws of ALL countries, not just one.
Doesn't matter where in the world your website/server is anymore, you must respect the laws of all countries or be taken down.
Since the U.N. bans hate speech, that's out the window and so YouTube is forced to do this.
What can we do? __ Nothing. Once control is given there's no taking it back. We had our chance to fight for free speech on the internet and lost it. It's done.

Wait ... My hack3rz skillz may be rusted, but if I remember correctly, a DNS is just a server that translate something like "Cred Forums.org/d/OP-is-a-futa-faggot" into "IP 127.0.0.69:88". It's not a "Key" to the internet, just a translation table : name -> IP. You can still access a website without any DNS server in the world, you just need to know the exact IP address. Also, there is a fuck-ton of various DNS servers, on various countries. Worst a country could do would be to remove an entry from the local DNS, but you can manually choose which DNS your navigator should use.

main differences afaik is that tor has always 3 hops, and as a normal person you can really only volunteer as a relay. exit nodes require fuckton of bandwidth.
i2p OTOH *requires* every user to be a router, and also allows for arbitrary number of hops (it's a tradeoff between speed and security).
also I think tor exit nodes could always look at your traffic unencrypted, which is why you should always use https with tor. i2p OTOH is encrypted throughout
