That situation will always be present, could be a gap in a financial market or some sort of political position with a power underestimated by the leaders. Could be anything.

Let's say, hypothetically, a group like the Illuminati existed and you exposed them all and they were all executed or what ever. The fact that they were a part of an existing system with exploits means they would be replaced by another group in a very short period of time. Theirs a reason that group is in power, why a specific group of people run it. It wasn't fate, just opportunism and greed.

You can't make a country better by killing people in those positions. You instead fix the system which allowed them to exist in the first place. Treat the cause, not the symptom.
