Congressional investigations are not criminal trials. They are done so Congress may have information necessary for its legislative duties to create law, or provide oversight of the Executive Branch and the Federal Bureaucracy.

Some caveats though.

Lying to Congress IS a crime, and one you can be prosecuted.

Admitting to crime before Congress is the same as admitting a crime in court, and will also lead to prosecution. However, the 5th amendment gives people the right to refuse to answer Congresses questions if it will result in prosecution. Anytime someone takes the 5th in testimony, this means they did do something illegal. But congress does not have judicial power and cannot compel testimony is this case. Only the Courts can.
