The US more or less had total control over ICANN as our representatives made up a majority of it's directorate. However, upon seeing that the Internet is no longer majority-American (most IP addresses are outside the US), other countries lobbied the US to remove their grip over ICANN. This has the bonus effect of making privatization of DNS and other "backbone" services much easier (for example: Facebook's "basics" program in third world countries or Comcast's Xfinity here in America).

What does ICANN do? ICANN doesn't really do anything but set standards. They are the reason a shitpost can be sent from a client in Moscow, posted to a server in Tracy, California and read by someone in Kuwait or Glasgow. As a result, if a country wanted to censor speech within itself, ICANN has to be willing to approve various plug-ins (or other schemes) to the Internet as a whole that allow said censorship to occur.

We're not affected so much in the US, though. It's mostly a European problem.

No, we can't. The original backbones were moved outside of government ownership over two decades ago. The war was lost before the "battle" even began.

Check the article, the US government itself once actually owned the Internet's backbones. They were the first to be sold, mostly to Comcast, AT&T and TWC. Republicans and Democrats alike loved this as it cut government costs while allowing the Internet to grow much faster. Only now, at the VERY last minute, right when the crown jewel (the US no longer having a majority stakehold in ICANN) is laid, are people having second thoughts.

But it is FAR too late, unless Congress votes to nationalize our Internet and telecommunications services. But this will never happen because nobody wants to pay for it (government monopolies don't tend to lend themselves well to freedoms).

Nothing, except you'll be a tiny minority that can do this, and you'll have no way of knowing if the IP suddenly changes. For example, Cred Forums is mirrored by Cloudflare, you might know its IP today but it could conceivably be different next week.

Distributed services like Cloudflare don't support direct IP access.

Do you have a better solution? A radio-based Internet would be slow as fuck (and eat up a huge amount of power, byte-per-byte, compared to wire Internet) but would be almost impossible to close down. The government would have to actually find the antenna in question and physically destroy it. This is two steps above simply pressing a button and making a domain 404.

It's even easier when you consider that all it has to do is bounce across the ocean to the US, whose Internet will remain more or less unaffected.

All of this can be done using off-the-shelf equipment and knowledge. Radio enthusiasts (including myself) have been doing this sort of thing (but on a smaller scale) for decades now.
