If you compare the statically difference to other reported statistics such as the crime stats given by the FBI and DOJ, and even the encounter police statistics, they are within a very similar margin. Limiting to America since I don't really know anything about welfare in other countries, I think black culture is more to blame for their crime rate than anything(kids growing up with no dads/no parents/shitty criminal parents), which is cyclical because shitty parenting -> shitty kid -> shitty parent... and I don't think their race or genetics is responsible for the state of black culture... consider the culture of Germany, Slavic nations, and American South. Same race(white), three different cultures because of circumstances that have absolutely nothing to do with their actual race.

Part of it probably comes from the face that up until about 60 years ago, blacks were literally at a disadvantage of opportunity in America in the eyes of the law, which would explain why they had shitty parenting, so some of those shitty kids are parents of today's criminals, who are raising tomorrow's criminals in 2016.

That isn't to say that criminals aren't completely to blame regardless of race, if you are growing up in 2016 you literally have the same opportunity to succeed no matter what your race is.

I don't see how labor is devalued. Some jobs have gone down in value, some have gone up, and completely new jobs have surfaced while others are completely extinct.

You can't point at one sector of the economy where labor value has tanked and use that as proof that "labor is devalued".
