That said they hardly had any practical role anyway. Management of TLDs was delegated to companies like verisign for .com and AuDa for .com.au for example. TLDs have different laws
Theoretically nobody has to follow what ICANN says but if ISPs didnt follow orders they'd probably get disconnected by upstream providers
The top level decisions was generally boring eg who manages .africa
TLDs like .cn and .Kp (North Korea) weren't touched by ICANN anyway. Also had nothing to do with site blocking. US never intervened on other countries TLDs

Ok I know this is going to sound /x/like, but I'm serious.
I have been having Internet problems for about a week. Streaming, even short videos from jew tube and the like has been impossible from my phone. Last nighy my smart tv could not stream a video despite a direct connection to high speed cable Internet.
Then last night I took an uber, and the uber driver went off about how their app is shitting the bed. Fucked up gps, reporting no cars available when their are tons of cars, not charging people for their rides, ect. The driver was an it guy by day and he kept saying something is up Internet wide. Speed an stability issues that, his claims not mine" are specifically effecting streaming and other higher bandwidth activities. Up until that moment, I had not put all my streaming issues together in my head. He actually asked me " have you had problems streaming" and at that moment I realized I had been dismissing stream fails for. Week.
I work for a big investment company and out Web based systems totally shit this week too. Error messaging like we would get if a major regional area went down due to hardware issues, but it was not regional, it was just intermittent.
