You need a mixed bag approach to make the 'perfect' society. I like some of what john Rawls wrote concerning the veil of ignorance, some of Thomas paines writtings, but I don't agree with all of what either has said (for example). Just pick and choose what works and mesh it together. Each nation and region has different attitudes and cultures. It's an evolving practice. Found a society where we have a direct democracy via an internet voting system. Allow This to act as the House. Ballot measures will be voted on via this system. This is 1/3rd of the vote.
Elect a representative Senate via this system as well. The senate has two two year terms consecutively before they are replaced by the runner up or a new person. They can be voted back in. The requirement to obtain this position is a passing grade on a test that involves macro and economics and an LSAT score that would pass the bar. No political affiliation is allowed to be explicitly expressed, only a voting record and proposed legislation. This is the second part of the vote.
A weak AI that can draft the language of bills and straighten out conflicting laws. It needs to be able to model popular opinion and identify if the laws being passed will protect peoples liberty while also addressing the issues encountered. This is the third part of the vote.
Old laws can be repealed with a two third majority of the three branches, all new laws need 3/3.

In this kind of system you can score bonus points by doing moral or cultural productive deeds then these points will be substracted from your taxes and they will also go inside your your data shiet which will give you better job opportunities or you just jerk off your social capital.
