NATO really really desperately wants Finland to join. And Sweden too for that matter. Because it wants to effectively cut off any means of access to the Baltic for Russia. And make defending Kaliningrad a nigh impossibility.

NATO's plan is to deny Russia it's coastal access. It's why they went after Ukraine when they did. Because the Sevastopol lease was going to be up for renewal. And the president in power was certain to sign it. If NATO could deny Russia that part, and have Ukraine in their pocket. Russian projection into the Black Sea would be severely weakened. Not to mention they would have a staging ground for a Russian invasion very close to Moscow and Volgograd.
