The officer was absolutely justified to want to take his phone at this point. It sounded like he had called one of his "homies" to escalate the situation. The smartest decision by the officer was to put him under arrest temporarily so the incoming people who were called couldn't gang up on the cops. When the suspect refused to comply with direct orders, he was resisting. Refusal to comply results in escalation of force as per standard LEO protocol.
