Gorbachev was just a bad politician. He did not even insist on that clause being in the 4+2 treaty. There is no writing of that so it is an empty russian claim.

However, Germany was never meant to be completely neutral at that point. The discussion was that the eastern sector should NOT be militarized, not that whole germany leaves NATO at that point. That was decided already in 1954 when the west joined NATO. To be honest, Gorbachev did not even think about an NATO expansion as the warsaw pact had not even collapsed at that point. He simply failed to estimate how large the backfall from the loss of the iron curtain was. A bad politican, as I said,

We do not have a military Commander-In-Chief but an "general inspector" which is directly subservent to the defense ministry. He cannot independently issue commands. Officers are rotated every two years so they do not build a strong connection to their troops beyond what is regular of service.
