He's not "evil" per se but he's easily the JoJo that comes the closest to being evil. Giorno is the least merciful of all the Jojos. He is judge, jury and executioner applying his own sense of justice.

It's not that he doesn't feel sympathy for others but he suggests to kill civilians who get in their way without even blinking, he breaks his word and lies, he gets satisfaction out of lying to Cioccolata (he deserves it but Jonathan would never turn back on his word)he grew up wanting to be a criminal and has no second thoughts when it comes to doing criminal things.

And he is the kind of guy who deems a villain to suffer an eternity of literal hell and then appropriates said villain's assets and conquests to himself in the name of justice.

He's not truly evil, he's just really morally sketchy and he comes closer to it than all other JoJos. He's like Griffith but much less destructive and tortured.

I got a better feel of "fate" as a theme from Pucci and Dio in part 6. Part 5 didn't need that as an ending it needed a closure chapter like every other part got.

It was clear from the start what would happen once they killed Diavolo. They took over Passione. Trish wanted a normal life once everything had blown over, and that's what happened.
