Because he doesn't know what bad animation is, the animation is actually pretty good, but the backgrounds are lazy as fuck. They should have put less effort into over-animating unnecessary things and more into having an actual background artist so it wasn't 100% bad CG or photos. Then again, monogatari has always been like that to some extent.

Would have been fine if they'd just made it two normal length movies instead of three short ones, that, or if they'd just spread the action around a little.

As it is, the first movie is basically all set up, no wonder it was a disappointment, while the second movie is crammed full of fighting and character shit, so that will actually be good, and the third will only have one fight, but still has great character moments as well as being the emotional height of Kizu, so it'll probably be great too.
