When Aiz says "viable pvp match against me" he means that the weapon can actually kill him. It's probably something like "Every hit always deals at least 1 damage", regardless of how low the user attack power is.
So the pvp is "viable" because it's not literally impossible to kill Ainz in the match.

The most likely possibility is that it simply has the ability to ignore damage resistances or does a minimum amount of damage per hit resistance be fucked. It slices through armor like paper because as Albedo noted, armor has bullshit high defense but very low hitpoints. If it does a fixed amount of damage, then of course it can hurt Ainz.

Because the sword has power/damage equivalent to a weapon that can't do damage/is under level 60.

Not really, in Yggdrasil you had to kill the player, take their body somewhere so you wouldn't get disturbed, sacrifice it (my guess is that it probably took time for the process to be completed) and you most likely couldn't choose which spells you got. Alot of this is speculation since we know barely anything about DW but it probably has some restrictions.
