I think it's a tie between 21st and 22nd world tournament. 22nd had some great matchups and gave us a Krillin/Goku fight as well as the awesome Tenshinhan fight. But 21st gave us a lot of great gags, Ranfan and Perhaps the best tournament victory scene of all of them.
Talking just Z I'd say buu saga. It's the first arc that genuinely makes me laugh since Saiyan saga, It's nice to find the characters all grown up, The tone is a great match between intense and light hearted (everyone's terrified of buu, but just play cards to pass the time waiting for Goten and Trunks to figure out fusion). And I love how the finale involves everyone on Earth finally giving back, helping Goku save them. It's a really good incorperation of the idea of passing everything on (which super's kinda taking back cuz who would watch a dragonball sequel that's not about Goku!)
