Fuck no, I've been here years. Seriously, "this bit of animation in this animated work is too animated" is about as close to pure stupid as it's possible to get.

The forced animation meme has been around for quite a while now. I think I remember it first cropping up around when Chuu2 or Tamako Market first aired in regards to Kyoani's animation.

But it's not used right anymore. People just use it whenever someone says something good about the animation of a show they don't like.
