Cell was a smooth-talker but he was effectively a wild dog. He seems awesome initially but he was just a beast out to cause problems and destroy crap because he didn't know what else to do.

He was running on instinct really the entire time he was the villain. I love him to death but he was definitely not a complex or really interesting villain. Cell just wanted to gloat before blowing up the Earth for the hell of it. Buu was basically all of the worst traits of Cell with none of the positive ones and the addition of annoying turds like Babidi running around. At least the Buu saga gave us Dabura.

Cell is likeable because he's refined and he is a worthy opponent, but not many of his actions are villainous.

I like Cell's goofy 2nd form design and self destruction threat. The actual Cell tournament was kind of dumb, it would make more sense for everyone strong enough to team up on him.

Hard to say. The fact that kid buu was killable by the spirit bomb proves he has some "base" substance that can be destroyed past the point of regenerating, if it was just his atoms reforming regardless even that wouldn't of been enough.

Seeing as buus a magical being its not to far fetched to say he doesn't need cells, though I would argue there's a base amount of mass needed to "hold" the magic that keeps him together.

Power level wise he should be, seeing as he should have frieza's potential on top of goku's and vegeta's if he bothered training. He also been shown to be semi patient unlike freeza meaning it would be unlikely he do something stupid like freeza did by undertraining.

No. After he became "perfect" he was reduced to nothing more than a Freeza wannabe personality-wise. He was most imteresting as a reptilian monster who went around drinking people as a source of power and using cunning to get stronger. He was boring after that.
