They are just a measurement of Ki.

Using the Kamehameha or any other special move is a short burst of power that goes well above the power level you have when you are relaxed and normal.

Only 4 of those numbers are actually listed in books, not counting ones like V Jump. You can get Kaio Ken x10 and x20 since Goku says it himself, but everything else is made up trash like everything else in the last near 20 years.

While I agree that powerlevel numbers should be completely disregarded after about half way through Namek saga, powerlevels have always raised while using ki beams.

I think it was stated that human hybrids are that much stronger because they have stronger emotions than your average saiyan and are better and controlling energy, even though they don't have a lot of it. Coupled with a saiyan's near death power ups and rapid growth, you get a hybrid that is much more capable than either of its parents. So from this we can gather that a half saiyan with a ridiculously high level parent will always be much stronger than any other form of saiyan hybrid. Perhaps only a Frieza and Saiyan hybrid might be superior. Although there are rumors that Frieza already has saiyan ancestry. Him turning golden only supports that rumor.

If you're a super saiyan bajillion, but then proceed to not train or eat well for years you'll waste away and your stronger forms will likewise suffer.
