The reverse. Sinbad isn't looking to rid the world of misfortune, he's looking to control conflict. He wants to control everyone's destiny in order to ensure that conflict cannot occur, which by default, as previously shown in the series multiple times, states that certain people must suffer to maintain the overall order and state of the world. There is always people who pay the price for order, and Sinbad's has shown he's okay with making certain people pay if he believes it's for the greater good, and David has also expressed this if you go back and see how he's run the world when he was in charge. He doesn't care for individual people, he cares for the overall state of the world. It's what he did with Kou, since leaving them in ruins was one way to control any future conflicts that may have arisen. He doesn't think of the people, he doesn't think of how people live their lives, he thinks of the entire world in it's complete totality and whether not the overall state is something he finds to be chaotic or in order.

Equality and thinking of the individual was Solomon's deal. He sought to give everyone power over their own destiny, but even he couldn't stop individual misfortune, which is why people were unhappy with his result as well. Misfortune does not vanish from either concept. Misfortune remains in either result. What changes is the perception of misfortune. Under Solomon, it means it's something you can control, which allows you to fight it and change it. Under David/Sinbad your misfortune is for the greater good of the state of the world.

At least, that's how I understood this all.
