Shadows of the Empire used it. It honestly made it feel more connected to the films in that context but I agree normally that it's a shit choice unless you're using it for comedic effect or something super case sensitive

Every C&C game between the original one from 1994 to Red Alert 2 used the Wilhelm scream.

Almost every star wars game has the wilhelm scream, just like how each movie has it too

Max payne 3, GTA:SA and Dead Rising have that as far as i remember

Okay, sound guys both in gaming and film have sounds they use repeatedly. Some, like the Wilhelm Scream, have become memes over the years, to the point where franchises like Star Wars slip one in every movie.
Now, there are still Foley Technicians, the guys who make sounds to fit whatever they need it to fit (classic example is the old Mtn Dew commercial where the guy is doing the sounds for a kung fu flick) but it is different than the collection of sounds that sound teams have to draw from.
If you ever played the original DOOM, you can not forget the sound doors make when they open in the base. If you watch Modern Marvels on History channel, you'll recognize that sound in the opening sequence.
tldr sound effects get recycled all the time in film and gaming
