I think it might be more than that. There's a culture of incompetence and corruption in nearly every government. Look at private industry and active militaries. You can complain about corporate culture in capitalism and the fuckhead morons who somehow rise to the top in militaries around the world, but I wouldn't hesitate for a second to say they are both far more able in their day-to-day operation then even the most transparent civil governments on the planet.

I think that has to do with a sink or swim mentality between the two. If your business runs out of money, and you can't pay your bills, you go hungry. If an army runs out of money, and they can't buy what they need, they get killed. When a government runs out of money, they raise taxes. There's a point at which that stopgap measure stops working.
