From Cass and a couple others it's evident that their system of government actually works, but we can't get a definite picture on what it's actually like to live there. They're minor changes, yes, but in the short-term minor changes are all you'll ever get.

That's only valid for the first generation of recruits. Once they give birth to offspring who will know no other tribe than the Legion, the population will become even more heterogeneous and there's nothing wrong with that.

Also, the Legion doesn't force everyone they conquer into slavery. Able bodied men are trained as full legionnaires and pretty women are taken as wives by legionnaires.
