I don't even understand how scams like this work.
Every single person will just get a refund.
If on the off chance your description specifically says this item is X and not real then people will just neg and report you and you will be banned from ebay within the month.

He starts out at about 15 available so people act quick and just increases inventory after most of them are sold to sucker more people into purchasing it.
Someone who is legitimately selling wouldn't do this. It'd be stated from the start how many copies there were for purchase. Seller has just gotten too eager to scam more while he can.
If someone pays with a card without having a PayPal account, then that money is pretty much theirs. Even when its through PayPal, the time it would take to chase up all the info wouldnt be worth it compared to just hitting "This Payment" -> "Never Recieved Item" in PayPal.
Like every internet scam, they're preying on the absolutely retarded.
