This is the last kiryu game, hopefully, and this is a long shot, that what the developers mean by this is that kiryu will finally be the true heir to the tojo chairman throne and he would no longer go on these adventures in order to manage the tojo clan.

Even on easy the bosses have ridiculous health pools. I spend a good 5 minutes punching them constantly in a corner.
