OK seriously I used to work with an engineer from Georgetown (US Automotive Tier-1). He was black of course, but very well educated (in the states) and a genuinely very nice person.

Yep. All white people basically high tailed it out of the country by 1950. Before that it had a pretty sizable British and Portuguese population. It was never on par with colonies like Canada or Australia in terms of development, but Guyana and especially Georgetown was a prosperous little place before race relations went to complete shit.
Pretty sure France stations foreign legionnaires in French Guiana, so that's something I guess.
