Think about the basic words: permit, admit, reserve
One permits another to do a thing, or grants a permit for something. An institution or venue admits a person, or one admits some fact. One reserves a seat at a restaurant, or reserves one's judgement for later.
Permission is about allowing someone to do something. Admission is about letting someone in to (or on) something. Reservation is about holding something back or keeping it.

That is a Modan-yaki, which i think is a branch of okonomi-yaki because its just a combination of okonomi & fried noodle. And that is one of soul food in kansai region(middle west of japan)
To summarise, one of the answerers works for the railways and says that they allow the display of advertising posters, take reservations, allow filming, etc., in the stations and on the trains.
