Why didn't they give the heart shaped herb to everyone to make everyone an awesome black panther fighter? Why just t'challa black panther? All the people in wakanda city seemed to barely notice or be affected by the events of the film, they all just hang out in their single street market set, while like 50-200 people fight in a field. Do they know about the heart-shaped herb? Do they know all they need to do to get jacked for life on panther steroids is to drink one super smoothie with effects that presumably last for life. They should lock up BP family and take over.

Iron Man vs Iron Monger = same powers, different versions of suits
Iron Man vs Whiplash = different powers
Iron Man vs the Mandarin = different powers

Thor vs Loki = different powers, though both are Asgardian
Thor vs Elf guy = different powers
Thor vs Hela = different powers, though both are Asgardian

Captain America vs Red Skull = same powers, both created by the same process
Captain America vs Winter Soldier = very similar powers though the similarity of the processes is not fully fleshed out

Hulk vs Abomination = same powers
Hulk vs his dad = not the same powers

Blade vs Deacon Frost = similar powers in the sense that they are both vampires, but Blade does not have magic blood god powers
Blade vs super Vampire thing = not the same powers
Blade vs Dracula = not the same powers

Dr. Strange vs Dormamu/Mads = Strange and Mads are both sorcerers though they aren't comparable. Dormamu is a different creature.

That may not seem like much but if you look at the first installment films, the ratio is closer to 5 out of 11. So yes, it is a recurring motif for marvel movies, particularly in the first installment of a characters series. However, it would not be accurate to say it happens all the time.

That's a trope that goes back to the begining of comic books. Heroes have always had villains that matched their powers, DC does that shit too. Batman is the only one with a diverse set of villains.
